Assistant Facilities and Civil Construction Director

Overview
The National Ecological Observatory Network (NEON, Inc.), headquartered in Boulder, CO, is a nonprofit science corporation dedicated to understanding how changes in climate, land use and invasive species impact ecology. Currently under design is the NEON project - an observatory comprising more than 60 environmental and biological monitoring locations distributed throughout twenty domains across the United States, Hawaii, Alaska & Puerto Rico. The observatory network will be the first of its kind designed to detect and enable forecasting of ecological change at continental scales over multiple decades.

Summary:
Reporting to the Director of Facilities and Civil Construction (FCC), the Asst FCC Director will assist in various phases of design and construction of the NEON observatories. In addition they will be noted as the key point of contact in the NEON Project Management Control System (PMCS).

Essential Duties and Responsibilities:
• Regular review, analysis, and updating of all FCC NEON-related documentation to ensure compliance with NEON project goals.
• Document and maintain FCC plans and performance that include project schedule, tasks, milestones, resource assignments and time/expense tracking for dispersed FCC activities and subcontracted work.
• Generate FCC project-related metrics for budget and performance analysis. Develop, analyze and report Earned Value Management metrics and reconcile reporting differences as required.
• Attend teleconferences and meetings as required to represent FCC
• Prepare and issue reports as needed which describe, document and verify FCC progress, cost and schedule performance
• As needed, represent FCC in the change control process and participate in the NEON Change Control Board
• Represent FCC in the field with vendors as needed; travel to sites as needed.

Education:
• BS degree in related field

Required Experience:
• 10+ years using medium- to high-end project planning and control tools (e.g., Open Plan, Cobra, Primavera, MS Project suite, etc.) in a dynamic, technical environment.
• Experience in civil construction
• Knowledge of Earned Value Management (EVM) and project scheduling methods
• Proficient in MS Office applications
• Able to travel

Preferred Experience:
• Previous experience working with scientists and engineers.

Skills and Abilities:
• Ability to work independently and in a cross functional team environment
• Must be detailed oriented and possess above average analytical and communications skills
