Civil Construction Director

THE ORGANIZATION

NEON, Inc. has an immediate opening for a full-time Civil Construction Director based in Washington, D.C. NEON, Inc. is a 501c(3) nonprofit corporation whose mission is to provide the scientific and business infrastructure for the National Ecological Observatory Network – a Major Research Equipment and Facilities Construction project developed for the National Science Foundation (NSF). The goal of NEON, Inc. is to deliver a continental-scale research instrument consisting of geographically distributed and networked infrastructure, including lab and field instrumentation, site-based experimental infrastructure, biodiversity archive facilities, and computational, analytical, and modeling capabilities.

JOB DESCRIPTION

Reporting to the Project Manager, the Civil Construction Director is responsible for the oversight of the construction and deployment of NEON scientific and technical infrastructure across the national network. NEON is a distributed scientific infrastructure with 20 heavily instrumented fixed sites and a number of mobile scientific assets that can be deployed for variable periods of time. The infrastructure includes such components as: buildings (office, dormitories, cafeteria, labs, etc), roads, meteorological towers, scientific instrumentation, communication equipment, and power. Responsibilities include:

  • Site development planning, including detailed designs, schedules and budgets.
  • Oversight of facility construction and management of the construction budget for those components.
  • Implementation of environmental impact and safety studies in coordination with the ES&H Manager.
  • Implementation of a compliance program to ensure adherence to all local, state, and federal regulations.
  • Coordination of on-site resources such as personnel (sensor and IT engineers, scientific staff, construction trade personnel, and others), staging areas, and other resources.
  • Development and implementation of annual management plans, establishing key performance indicators with the Project Manager, and tracking performance against these indicators on an ongoing basis.

SKILLS, EXPERIENCE, AND QUALIFICATIONS

The successful candidate should demonstrate the ability to handle rapid changes in a fast-paced environment, respond to new requirements, and work with a diverse team of scientists, educators, technologists, and business professionals. The successful candidate should possess:

  • 7-10 years’ progressive experience in scientific and technical facilities construction and management.
  • Demonstration of leadership, responsiveness, and creativity.
  • Experience with ES& H, Environmental Assessments, and Environmental Impact Statements (EIS)
  • Ability to integrate cyberinfrastructure and specialized scientific instrumentation as a vital component of the facilities construction and operation.
  • Strong organizational and management skills.
  • Strong interpersonal and supervisory skills.
  • BA/BS degree preferred.
